QuickBooks Error 1303: Installer Blocked by Folder Permissions
Error 1303 halts a QuickBooks Desktop install when Windows denies the installer access to the program folder; the page explains how to clear it.
Error 1303 stops a QuickBooks Desktop installation partway through setup. Windows has refused the installer write access to the destination folder, so the process halts and rolls back. Our engineers see this error regularly. In most cases the Windows account, not the software, is the cause, and the fix takes only a few minutes.
The message you will see
The dialog comes from Windows Installer, and its wording is consistent. It reads:
Error 1303. The installer has insufficient privileges to access this directory: C:\Program Files\Intuit\QuickBooks [year]. The installation cannot continue. Log on as an administrator or contact your system administrator.
The directory named in the message varies by version and component. It may point to the main QuickBooks folder or to a subfolder inside it. The drive letter changes if you picked a custom install location. The rest of the text stays the same.
What does error 1303 mean?
Error 1303 is not a fault inside QuickBooks itself. It is a return code from Windows Installer meaning the account running setup cannot write to the directory named in the dialog. QuickBooks setup is only the messenger here. Nothing has been damaged, because the install stopped before it changed anything. The real problem is the security set on that folder, or the rights held by the signed-in account.
Common triggers
Several conditions produce the same dialog. Our engineers encounter these most often:
- Setup runs from a standard Windows account with no administrator rights. This is the leading cause by a wide margin.
- The Everyone or Users group lacks permission on the target folder, which happens on locked-down machines or after earlier permission changes.
- The folder is owned by a different account, sometimes one that no longer exists.
- Third-party security software blocks writes into Program Files during installation.
- The Windows user profile is damaged and loses its administrator group membership.
How do you fix error 1303?
Work through the scenarios in order. The first one resolves most of the cases we see.
Run setup as an administrator
- Cancel the failed installation and close the installer.
- Sign in to Windows with a local administrator account. If you already use one, right-click the QuickBooks setup file and choose Run as administrator instead.
- Approve the User Account Control prompt.
- Let setup finish, then open QuickBooks once to confirm it starts.
Grant full control on the folder named in the error
- In File Explorer, open the parent of the folder named in the message, for example C:\Program Files\Intuit.
- Right-click that folder, choose Properties, and open the Security tab.
- Click Edit, then Add.
- Type Everyone, click Check Names, then OK. On a shared computer, type your own Windows username instead of the group name.
- Tick Full control in the Allow column, then click Apply and OK.
- Rerun setup as administrator.
If Windows blocks the permission change with its own access denied dialog, take ownership first. Reopen Properties, Security, then Advanced. On the Owner line, click Change, select Administrators, and tick Replace owner on subcontainers and objects. Apply the change, then repeat the permission grant and rerun setup.
Rule out security software
- Pause real-time protection, or exit the third-party security product from its system tray icon.
- Run the QuickBooks installer as administrator.
- When setup finishes, turn protection back on and update it.
Try a fresh Windows profile
- Create a new local administrator account in Windows settings.
- Sign in with that account.
- Run the installer there as administrator.
- If setup now completes, the old profile was the problem. Use the new account for future installs and updates.
Preventing a repeat
Error 1303 rarely returns once installation succeeds. A few habits keep it away. Install QuickBooks, and apply its maintenance releases, from an administrator account. Accept the default install path unless you have a reason to move it. If you do choose a custom folder, open its Security tab first and confirm your account has full control. Let your security software allow the QuickBooks folder during setup. Finally, never move or manually copy the installed folder afterward, because that breaks the permissions the installer created.
