Error 15242 appears during a payroll update in QuickBooks Desktop. The download finishes, but the install does not. The cause sits in a small Windows helper called the File Copy Service, and your tax tables stay stale until it runs again. The error message, verbatim

In most builds the message reads:

Error 15242: The File Copy Service is damaged or disabled. The payroll update did not complete successfully.

Wording shifts a little between release years. Two parts stay constant: the number 15242 and a line saying the payroll update did not finish. Some builds name the helper directly as QuickBooks FCS.

What does error 15242 mean?

The 15xxx family covers failed updates. Within that family, 15242 is specific: the update downloaded, but QuickBooks could not place the files.

The File Copy Service is a small Windows service installed alongside QuickBooks. Its one job is to move downloaded update files into the program folder with rights that QuickBooks itself lacks. When the service is stopped, disabled, or blocked, the update stalls at the final step.

One caution before you start. A lapsed payroll subscription, or a release year the vendor has retired, produces its own update failures with different messages. Confirm the subscription is active first, then work the service.

Common triggers

Our engineers see five patterns behind this code, roughly in this order:

  • The File Copy Service is stopped, or its startup type was set to Disabled. A reboot or an aggressive cleanup utility can leave it that way.
  • Antivirus or firewall software blocks the service, or quarantines the files it tries to copy.
  • QuickBooks runs without local administrator rights, so it cannot start the service on demand.
  • A Windows feature update reset service registrations or startup types.
  • Program files are damaged, so the service exists but will not start.

How do you fix error 15242?

Work the scenarios in order. The first one clears most cases.

The File Copy Service is stopped or disabled

  1. Close QuickBooks and save any open work.
  2. Press the Windows and R keys together to open the Run box.
  3. Type services.msc and press Enter.
  4. Scroll to Intuit QuickBooks FCS. Older releases may label it slightly differently.
  5. Right-click the service and choose Properties.
  6. Set Startup type to Automatic.
  7. If the status reads Stopped, click Start.
  8. Choose OK, reopen QuickBooks, and run the update again from Employees > Get Payroll Updates.

Security software is blocking the copy

  1. Open the antivirus or firewall console.
  2. Add the folder holding the QuickBooks program files to its exclusion or allow list.
  3. Permit QuickBooks through the Windows firewall for both private and public networks.
  4. If the culprit is unclear, pause protection briefly, run the update, then switch protection back on.
  5. When that succeeds, make the exclusion permanent rather than pausing protection each time.

QuickBooks is running without administrator rights

  1. Right-click the QuickBooks shortcut and choose Run as administrator. Approve the prompt.
  2. Retry the payroll update.
  3. If it succeeds, keep elevation in place: shortcut Properties, Compatibility tab, then tick Run this program as an administrator.
  4. On shared machines, make sure the person who runs payroll holds local administrator rights in Windows.

The installation is damaged

  1. Close every program, then open the vendor's Tools Hub utility and run the tools under Program Problems.
  2. If the service still will not start, repair QuickBooks itself through Control Panel > Programs and Features. Select QuickBooks, choose Uninstall/Change, and follow the repair prompts.
  3. Restart the computer when the repair finishes.
  4. Run the payroll update again. A repair rebuilds program files only; it does not touch your company data.

A successful pass in the Get Payroll Updates window should report the current tax table version. If it does, the service is healthy again.

Keeping error 15242 from coming back

  • Leave the service startup type on Automatic so reboots cannot strand it.
  • Keep the antivirus exclusion in place all year, rather than disabling protection each time you update.
  • Keep the elevated shortcut in use for whoever runs payroll.
  • After each Windows feature update and each change of security software, run a test update well before payday.
  • Install maintenance releases when QuickBooks offers them, since an old program build can fail against a newer update package.

None of this touches the company file. The fix lives in Windows services, security settings, and the program itself, which is why it resolves quickly once identified.
