One of the most common hurdles after this sunset date is handling payroll. Without an active QuickBooks Payroll subscription, the software blocks access to automatic tax table updates. Fortunately, you can continue processing payroll entirely offline by switching to manual entry. Here is how to keep paying your team using Desktop 2019.

Enabling Manual Payroll in QuickBooks 2019

By default, QuickBooks Desktop tries to force you into an active payroll subscription. To bypass this and enter your own numbers, you need to toggle a hidden preference. The steps to do this are identical across practically all recent Desktop versions:

  1. From the top menu, select Employees, then choose Payroll Setup.
  2. QuickBooks will attempt to connect to its payroll servers. If it prompts you to sign up for a subscription, look for the option to continue without one, or simply close the activation window.
  3. Go to Edit > Preferences > Payroll & Employees.
  4. Click the Company Preferences tab.
  5. Under the "QuickBooks Desktop Payroll Features" section, select Manual Payroll Computations (sometimes labeled as "No Payroll Services").
  6. Click OK to save.

Once this preference is set, QuickBooks 2019 will stop trying to validate a subscription and will allow you to manually type in earnings, taxes, and deductions when generating paychecks.

Where Do the Tax Figures Come From?

When you enable manual payroll, QuickBooks does absolutely no tax math for you. The software simply provides a check template; you are responsible for calculating the gross wages, federal and state withholdings, and any local taxes before you cut the check.

Because QuickBooks 2019 can no longer download IRS tax tables, you have to source those figures externally. You can calculate the deductions yourself using the official IRS Publication 15 (Circular E) and your state's revenue department withholding schedules. Alternatively, many businesses that stay on sunset versions use an external payroll calculator or a third-party service to determine the exact net pay, and then simply record those finalized numbers into QuickBooks.

Recording Externally-Run Payroll

If you process your paychecks entirely outside of QuickBooks—whether by handwriting them, using a separate payroll provider, or paying through a different platform—you still need to record those transactions in Desktop 2019 to keep your ledgers accurate.

Instead of using the standard "Create Paychecks" workflow, use a journal entry or a liability check. The most reliable method is to write a regular check and manually assign the expense accounts:

  1. Go to Banking > Write Checks.
  2. Select the bank account from which the payroll was paid.
  3. On the "Expenses" tab below, enter separate line items for each aspect of the payroll. For example, map the gross wages to your Payroll Expense accounts, and map the tax liabilities to your Payroll Liabilities accounts.

Maintaining Your 2019 File Long-Term

Running QuickBooks Desktop 2019 offline is a perfectly viable strategy if you want to avoid forced migrations.
